The answer, country by country
"Yes" means the country was on that program's own country list the day we read it; it does not mean you are accepted. "No" means it was not on the list, so a creator who lives there cannot earn from that program, whatever their numbers. We read the YouTube, Snapchat, TikTok and Spotify lists on 4 November 2026. Meta's two lists are as our Facebook and Facebook Stars guides read them on 8 October 2026.
| Country | YouTube Partner Program | YouTube memberships | Facebook monetisation | Facebook Stars | Snapchat | TikTok Creator Rewards | Spotify |
|---|---|---|---|---|---|---|---|
| Mexico | Yes | Yes | Yes | Yes | Yes | Yes | Yes |
| Colombia | Yes | Yes | Yes | Yes | Yes | No | Yes |

| Costa Rica | Yes | Yes | No | Yes | No | No | Yes |
| Panama | Yes | Yes | No | Yes | No | No | Yes |
| Spain | Yes | Yes | Yes | Yes | Yes | No | Yes |
YouTube memberships is the list for channel memberships, the first of YouTube's fan funding features. Snapchat is its list for ads within Stories; its Spotlight list has the same four countries from this table. Spain is in the last row for comparison: on every list but TikTok's.
Instagram Gifts and X's Original Content Rewards are not in the table, because our guides to them do not carry their full country lists. Check those programs on their own pages.
Mexico: on all 7 lists
Mexico is on all 7 lists we read: the YouTube Partner Program, YouTube channel memberships, Facebook content monetisation, Facebook Stars, Snapchat's monetization program, TikTok's Creator Rewards Program and the Spotify Partner Program.
Mexico is the only country in this guide on TikTok's Creator Rewards list, which has 8 countries. A creator based in Mexico can work toward every program here. Each still has its own thresholds, and Facebook content monetisation and Snapchat pay by invitation only.
Colombia: on 6 of the 7 lists
Colombia is on 6 of the 7 lists we read: the YouTube Partner Program, YouTube channel memberships, Facebook content monetisation, Facebook Stars, Snapchat's monetization program and the Spotify Partner Program.
It is not on the list for TikTok's Creator Rewards Program.
Colombia is on every list but TikTok's. TikTok can still bring you an audience, but its Creator Rewards Program pays only creators based in one of its 8 countries, with an account registered there.
Argentina: on 5 of the 7 lists
Argentina is on 5 of the 7 lists we read: the YouTube Partner Program, YouTube channel memberships, Facebook content monetisation, Facebook Stars and Snapchat's monetization program.
It is not on the lists for TikTok's Creator Rewards Program or the Spotify Partner Program.
Argentina is on the YouTube, Facebook and Snapchat lists. It is not on TikTok's Creator Rewards list or on Spotify's list, so a podcast run from Argentina cannot join the Spotify Partner Program: Spotify goes by your legal address, not by where your listeners are.
Peru: on 5 of the 7 lists
Peru is on 5 of the 7 lists we read: the YouTube Partner Program, YouTube channel memberships, Facebook content monetisation, Facebook Stars and the Spotify Partner Program.
It is not on the lists for Snapchat's monetization program or TikTok's Creator Rewards Program.
Peru has YouTube, both Facebook programs and Spotify. It is not on Snapchat's payout list or TikTok's Creator Rewards list, so Stories and Spotlight on Snapchat pay nothing to a creator there.
Chile: on 5 of the 7 lists
Chile is on 5 of the 7 lists we read: the YouTube Partner Program, YouTube channel memberships, Facebook content monetisation, Facebook Stars and the Spotify Partner Program.
It is not on the lists for Snapchat's monetization program or TikTok's Creator Rewards Program.
Chile is in the same place as Peru: YouTube, both Facebook programs and Spotify, and not Snapchat or TikTok's Creator Rewards. For a Chilean creator, YouTube and Facebook are the video programs in this guide that can pay, and Spotify the one for podcasts.
Ecuador: on 5 of the 7 lists
Ecuador is on 5 of the 7 lists we read: the YouTube Partner Program, YouTube channel memberships, Facebook content monetisation, Facebook Stars and the Spotify Partner Program.
It is not on the lists for Snapchat's monetization program or TikTok's Creator Rewards Program.
Ecuador has YouTube, both Facebook programs and Spotify, and not Snapchat or TikTok's Creator Rewards. Facebook content monetisation is still by invitation: being on Meta's list means you can be invited, not that you will be.
Guatemala: on 5 of the 7 lists
Guatemala is on 5 of the 7 lists we read: the YouTube Partner Program, YouTube channel memberships, Facebook content monetisation, Facebook Stars and the Spotify Partner Program.
It is not on the lists for Snapchat's monetization program or TikTok's Creator Rewards Program.
Guatemala has YouTube, both Facebook programs and Spotify, and not Snapchat or TikTok's Creator Rewards. Facebook Stars, where fans send Stars on your reels and videos, opens from 500 followers kept for 30 days.
Dominican Republic: on 5 of the 7 lists
The Dominican Republic is on 5 of the 7 lists we read: the YouTube Partner Program, YouTube channel memberships, Facebook content monetisation, Facebook Stars and the Spotify Partner Program.
It is not on the lists for Snapchat's monetization program or TikTok's Creator Rewards Program.
The Dominican Republic has YouTube, both Facebook programs and Spotify, and not Snapchat or TikTok's Creator Rewards. Spotify's page says it does not yet serve ads to listeners in the Dominican Republic: a show there can still earn from ads Spotify delivers when it is played elsewhere, and from Premium video revenue.
Bolivia: on 5 of the 7 lists
Bolivia is on 5 of the 7 lists we read: the YouTube Partner Program, YouTube channel memberships, Facebook content monetisation, Facebook Stars and the Spotify Partner Program.
It is not on the lists for Snapchat's monetization program or TikTok's Creator Rewards Program.
Bolivia has YouTube, both Facebook programs and Spotify, and not Snapchat or TikTok's Creator Rewards. As in the Dominican Republic, Spotify does not yet serve ads to listeners in Bolivia, so a Bolivian show earns from ads played elsewhere and from Premium video revenue.
Venezuela: on 1 of the 7 lists
Venezuela is on 1 of the 7 lists we read: the YouTube Partner Program.
It is not on the lists for YouTube channel memberships, Facebook content monetisation, Facebook Stars, Snapchat's monetization program, TikTok's Creator Rewards Program or the Spotify Partner Program.
Venezuela is on one list only: the YouTube Partner Program's. So a Venezuelan channel can earn a share of YouTube's ad revenue once it reaches the thresholds and is accepted. Channel memberships are not open there, and our YouTube fan funding guide says Super Chat, Super Stickers and Super Thanks use the same list without Ukraine, so they are not open either.
Venezuela was not on Meta's lists for Facebook content monetisation or Facebook Stars on 8 October 2026, nor on the Snapchat, TikTok or Spotify lists on 4 November 2026.
Uruguay: on 3 of the 7 lists
Uruguay is on 3 of the 7 lists we read: the YouTube Partner Program, YouTube channel memberships and the Spotify Partner Program.
It is not on the lists for Facebook content monetisation, Facebook Stars, Snapchat's monetization program or TikTok's Creator Rewards Program.
Uruguay has the YouTube Partner Program, channel memberships and Spotify. It is not on either Facebook list, nor on Snapchat's or TikTok's. Spotify does not yet serve ads to listeners in Uruguay, so a show there earns from ads played elsewhere and from Premium video revenue.
Paraguay: on 3 of the 7 lists
Paraguay is on 3 of the 7 lists we read: the YouTube Partner Program, YouTube channel memberships and the Spotify Partner Program.
It is not on the lists for Facebook content monetisation, Facebook Stars, Snapchat's monetization program or TikTok's Creator Rewards Program.
Paraguay is in the same place as Uruguay: YouTube, channel memberships and Spotify, and no Facebook, Snapchat or TikTok program. Spotify does not yet serve ads to listeners in Paraguay either.
Costa Rica: on 4 of the 7 lists
Costa Rica is on 4 of the 7 lists we read: the YouTube Partner Program, YouTube channel memberships, Facebook Stars and the Spotify Partner Program.
It is not on the lists for Facebook content monetisation, Snapchat's monetization program or TikTok's Creator Rewards Program.
Costa Rica is on the Facebook Stars list but not on the content monetisation list. So a creator there can earn from Stars that fans send, with 500 followers kept for 30 days, but reels do not earn from content monetisation. YouTube and Spotify are open; Snapchat and TikTok's Creator Rewards are not.
Panama: on 4 of the 7 lists
Panama is on 4 of the 7 lists we read: the YouTube Partner Program, YouTube channel memberships, Facebook Stars and the Spotify Partner Program.
It is not on the lists for Facebook content monetisation, Snapchat's monetization program or TikTok's Creator Rewards Program.
Panama reads like Costa Rica: Facebook Stars yes, content monetisation no, YouTube and Spotify yes, Snapchat and TikTok's Creator Rewards no. Spotify does not yet serve ads to listeners in Panama, so a show there earns from ads played elsewhere and from Premium video revenue.
What each program asks of you
Living in a listed country is the first condition. These are the others, from each platform's page:
- YouTube Partner Program: to share ad revenue, 1,000 subscribers with 4,000 qualified watch hours in the last 12 months, or 1,000 subscribers with 10 million qualified Shorts views in the last 90 days. The expanded program opens fan funding and Shopping earlier: 500 subscribers with 3 public uploads in the last 90 days, and 3,000 qualified watch hours in 12 months or 3 million qualified Shorts views in 90 days (read 4 November 2026).
- YouTube channel memberships: you are in the Partner Program, you live in one of the locations on YouTube's list, and your channel is not set as made for kids (read 4 November 2026).
- Facebook content monetisation: an invitation from Meta. Meta sends invitations to qualified creators in the Facebook app, Meta Business Suite, the Creator or Business Dashboard or by email, and you cannot switch it on yourself (Meta's creators page, read 29 October 2026 for our Facebook guide).
- Facebook Stars: 500 followers for at least 30 consecutive days, 18 or older, a country eligible for Stars, and Meta's monetization policies (Meta's eligibility page, read 8 October 2026 for our Stars guide).
- Snapchat: an invitation. To be invited you need 50,000 followers, 15,000 hours of view time in the last 28 days with at least 3,000 of them from Spotlight, to be 18 or older and to be a Snap Star. A Spotlight video must be at least 30 seconds long to earn, and Snap charges no fee for an invitation (read 4 November 2026).
- TikTok Creator Rewards: be based in one of the 8 countries with an account registered there, a personal account, 18 or older, and 10,000 followers and 100,000 video views in the last 30 days. A video earns only if it is original, over 1 minute long, and gets at least 1,000 views on the For You feed (read 4 November 2026).
- Spotify Partner Program, for podcasts: a show hosted on Spotify for Creators, a legal address in a listed country, at least 3 published episodes, 2,000 consumption hours and an audience count of 1,000 on Spotify in the last 30 days (read 4 November 2026).
Being listed is not being paid
A "Yes" in the table means the door exists in your country. Behind it, Facebook content monetisation and Snapchat wait for an invitation, YouTube reviews the whole channel before it accepts it, and Spotify reviews a show against its monetization policies.
Each platform also pays only for content it counts as original: reposts of other people's videos, minor edits and copied clips can get an account turned down or demonetised. Our platform guides set out each one's rules.
What counts is where you live, not where your audience is. TikTok says you must be based in one of its countries with an account registered there, Spotify goes by your legal address, and YouTube asks you to live where the program is available.
How much they pay: nobody publishes it
None of these platforms publishes a rate per view, per 1,000 views or per million views for Mexico, Colombia, Argentina or any other country in this guide. YouTube, Snapchat and Spotify share ad revenue, Meta says earnings depend on many factors, and TikTok shows what your videos earn in its own dashboard. A figure such as "Facebook pays so many pesos per 1,000 views" does not come from Meta.
Earnings change with the audience, the ads sold against it and each program's rules, so we cannot tell you how much you would earn, and we promise no amount.
Before you plan on income from a platform in Latin America
- Your country is on that program's own list today, not on a list someone copied.
- You know the program's thresholds, and whether it is by invitation.
- Your videos are your own: not reposted, not misleading, and AI use said where the platform asks.
- You expect no fixed rate per view, because no platform publishes one.
