The answer, in riyals and dirhams
We read each price on 30 October 2026 on the page named under Source. The dollar figure is the one the page shows; the riyal and dirham figures are that amount at the fixed pegs, rounded, so they carry "≈".
| Option | US dollars | Saudi riyals | UAE dirhams | Source |
|---|---|---|---|---|
| Freelancer, one short ad | US$5–50 | ≈ SAR 19–188 | ≈ AED 18–184 | Khamsat, video ads category: starting prices, read 30 October 2026 |
| Freelancer, 30-second ad | US$35–65 | ≈ SAR 131–244 | ≈ AED 129–239 | Two Khamsat services with a Gulf voiceover: the price plus the extras, read 30 October 2026 |
| Voiceover alone | US$5–30 | ≈ SAR 19–113 | ≈ AED 18–110 | Khamsat, voiceover category: starting prices, read 30 October 2026 |
| Agency | US$1,000–25,000+ | ≈ SAR 3,750–93,750+ | ≈ AED 3,673–91,813+ | Clutch: the minimum project size of video production companies in Saudi Arabia and the UAE, read 30 October 2026 |
| AI video tool, a month | US$29–149 | ≈ SAR 109–559 | ≈ AED 107–547 | HeyGen's pricing page: its paid plans, read 30 October 2026 |
| Clip-Short, 3 Pro videos | US$5.99 | ≈ SAR 22.46 | ≈ AED 22.00 | Clip-Short's pricing: a pack paid once, billed in US dollars, read 30 October 2026 |
| Clip-Short Pro, a month | US$19 | ≈ SAR 71 | ≈ AED 70 | Clip-Short's pricing: 10 AI videos a month, billed in US dollars, read 30 October 2026 |
The riyal is pegged at 3.75 to the US dollar: the Saudi Central Bank (SAMA) says it keeps "the official rate of 3.75 riyals to the dollar". The dirham is pegged at 3.6725: the Central Bank of the UAE's exchange rate table for September 2026 lists the US dollar at 3.6725 dirhams on every day. So the riyal and dirham figures change only when the dollar price does. Your bank or card may add a fee to a payment in dollars.
The rows are not the same product. A starting price on Khamsat is the smallest version of a service, a minimum project at an agency is the least it takes on, and an AI tool or Clip-Short is a tool you use yourself. The sections below say what each one includes.
A freelancer: what the starting price buys
Khamsat's video ads category showed 30 services on its first page on 30 October 2026, with starting prices from US$5 to US$50. A starting price is for the smallest version of the service. Longer ads, a voiceover, a script or a higher resolution are extras (تطويرات) added to it.
Two services show how that adds up for a 30-second ad with a Gulf voiceover:
- A video ad with a Gulf female voiceover (121 reviews): US$5 buys a 5-second ad with the voiceover and a script written for it. The 30-second extra is US$30, so a 30-second ad comes to US$35 (≈ SAR 131, ≈ AED 129). Revisions until you approve.
- A Snapchat video ad: US$5 buys a 3-second ad with no voiceover. The 30-second extra is US$40 and a voiceover of 50 words is US$20, so a 30-second ad with a voiceover comes to US$65 (≈ SAR 244, ≈ AED 239). 3 revisions of the design; the seller offers script writing separately.
What a freelancer includes is the freelancer's to say: some write the script and record the voice, some only edit what you send. Read the service page, and ask before you order.
A voiceover alone
Khamsat's voiceover category showed 30 services on its first page on 30 October 2026, with starting prices from US$5 to US$30 (≈ SAR 19 to 113, ≈ AED 18 to 110). Many name the dialect: Saudi, Najdi, Hijazi or "white" Gulf, male or female.
A voiceover is the recorded voice only. You still need the pictures or footage, the editing and the captions, from a designer or a tool.
An agency: a minimum project, not a price per ad
Agencies rarely publish a price per ad. What Clutch shows is each company's minimum project size. On 30 October 2026 Clutch listed 80 video production companies in Saudi Arabia: of the first 50, 41 stated a minimum, 15 of them US$1,000 and up and the other 26 US$5,000 and up. Its list for the UAE had 447 companies, and its first page also started at US$1,000 and up.
An agency usually plans the idea, writes, films or animates, records the voice and edits, and some also run the campaign. That is why its minimum is a project, not one short ad. Ask for a quote that names the length, the number of versions and the revisions.
AI video tools by the month
HeyGen's pricing page on 30 October 2026: Creator at US$29 a month (US$24 a month paid yearly), Pro from US$49 a month with 1,000 credits, and Business at US$149 a month plus US$20 a seat (≈ SAR 109 to 559, ≈ AED 107 to 547). Its videos are AI presenters (avatars) speaking a script, in 175 languages and dialects on the paid plans.
With a monthly tool you write or approve the script and make the video yourself, and you pay while you subscribe. Check how many minutes or credits a month the plan gives before you plan a campaign on it.
Clip-Short: what the pack and Pro include
Clip-Short's AI Agent makes a video from your idea: it writes the script, draws the pictures, narrates it and adds captions. Name the dialect in your idea, "باللهجة السعودية" or "باللهجة الإماراتية", and the script is written in it; the narrator is asked for a natural accent of that dialect. Hear the video before you export it.
A pack of 3 Pro videos costs US$5.99, paid once, up to 3 minutes each, with no watermark. Pro costs US$19 a month or US$190 a year per bundle, with 10 AI videos and 5 hours of processing a month. In Saudi Arabia and the UAE you pay in US dollars and your bank converts the amount.
- What it does: the script, the pictures, the narration in the dialect you name, and Arabic captions, right to left, in 9:16 for Snapchat and TikTok.
- What you do: check every scene, change a sentence or a picture, export the file and post it or upload it to Snap Ads yourself. Clip-Short posts nothing and runs no campaign.
- What it is not: a filmed ad of your product or your shop. For that you need footage, from you or from a videographer.
- The free plan makes no AI videos: AI videos start with the pack.
The ad spend is separate
Everything above is the cost of making the video. Showing it as an ad is a separate cost, paid to the platform. Snap's advertising pricing page in Arabic, read 30 October 2026, says you can spend a minimum of US$5 a day (≈ SAR 19, ≈ AED 18), and suggests at least US$20 to US$50 a day (≈ SAR 75 to 188, ≈ AED 73 to 184). The page names no country.
TikTok's ad budget is separate from making the video too, and set in TikTok Ads Manager. No figure here promises views, clicks or sales: those depend on the ad, the audience and the budget.
AI videos on Snapchat: Spotlight and Snap Ads
Snap's newsroom said on 31 July 2026 that wholly AI-generated videos are no longer eligible for recommendation on Spotlight, Snapchat's public feed ("منصّة الأضواء" in Arabic). So a video made entirely by AI is a weak base for free reach on Spotlight.
That post is about Spotlight. It says nothing about paid Snap Ads, which you buy in Snap's Ads Manager under Snap's advertising policies. Read those policies for your product before you run an ad.
Before you pay for a video ad
- You know what the price includes: the length, the script, the voice, the captions and the revisions.
- You have kept the ad spend separate from the cost of making the video.
- You have checked the price on the seller's or the tool's own page today.
- For a payment in US dollars, you know what your bank charges to convert it.
