The answer, country by country
We read each platform's own country list on 30 October 2026. "Yes" means the country was on the list for that program that day; it does not mean you are accepted. "No" means the country was not on it, so a creator who lives there cannot earn from that program, whatever their numbers.
| Program | Saudi Arabia | UAE | Kuwait | Qatar |
|---|---|---|---|---|
| YouTube Partner Program | Yes | Yes | Yes | Yes |
| Snapchat Stories and Spotlight | Yes | Yes | Yes | Yes |
| X Original Content Rewards | Yes | Yes | Yes | Yes |
| Facebook content monetisation | Yes | Yes | No | No |
| Facebook Stars | Yes | Yes | No | No |
| TikTok Creator Rewards | No | No | No | No |
| Instagram Gifts | No | No | No | No |
Bahrain and Oman read the same as Kuwait and Qatar: on the YouTube, Snapchat and X lists, and not on the Facebook content monetisation, Facebook Stars, TikTok Creator Rewards or Instagram Gifts lists.
The lists are the platforms' own: YouTube's Partner Program availability page, Snapchat's page of countries eligible for a payout, Meta's country page for Facebook content monetisation, the Stars availability list on Meta's About Facebook Stars page, Instagram's Gifts page, TikTok's Creator Academy and X's Original Content Rewards page. Each is linked under Sources.
Saudi Arabia and the UAE: five programs
A creator who lives in Saudi Arabia or the United Arab Emirates can be paid by more programs than anywhere else in the Gulf. On 30 October 2026 both countries were on Meta's list of 70 countries and territories for Facebook content monetisation, and on its Stars availability list of 75.
Facebook content monetisation pays for reels, longer videos, photos and text posts in one program, but Meta's creators page says it is invitation-only: invitations go out from time to time to eligible creators, through the Facebook app, email, Meta Business Suite or the Professional dashboard. You cannot switch it on yourself.
- YouTube Partner Program: on the list for both.
- Snapchat: on the list for both, by invitation.
- X Original Content Rewards: on the list for both.
- Facebook content monetisation: on the list for both, by invitation.
- Facebook Stars: on the list for both. Fans send Stars on your posts, and Meta pays a share for each Star.
Two programs are not open there: TikTok's Creator Rewards Program and Instagram Gifts. So in Saudi Arabia and the UAE, TikTok and Instagram may bring an audience and brand work, but not these two payments.
Kuwait and Qatar: YouTube, Snapchat and X
Kuwait and Qatar were on the YouTube, Snapchat and X lists on 30 October 2026, and not on Meta's lists for Facebook content monetisation or Facebook Stars. A Facebook page run from Kuwait or Qatar does not earn from either, even with a large audience.
So for a creator in Kuwait or Qatar, the programs that can pay are the YouTube Partner Program, Snapchat's monetization program and X's Original Content Rewards. Bahrain and Oman were in the same place on that day.
Meta adds countries from time to time, and Snapchat says it is working to bring its program to more people. Neither gives a date, so the lists are worth checking again before you plan around Facebook.
What each program asks of you
Living in a listed country is the first condition. These are the others, from each platform's page as read on 30 October 2026:
- YouTube Partner Program: 1,000 subscribers with either 4,000 public watch hours in the last 12 months or 10 million Shorts views in the last 90 days, and you must live where the program is available.
- Snapchat: an invitation. To be invited you need 50,000 followers, 15,000 hours of view time in the last 28 days with at least 3,000 of them from Spotlight, to be 18 or older, and to be a Snap Star. Snap charges no fee for an invitation.
- X Original Content Rewards: 500 verified followers and 500,000 Home Timeline impressions from verified users in the last 90 days, with an X Premium subscription. Payouts every two weeks, from US$30.
- Facebook content monetisation: an invitation from Meta. Meta's page names no follower number for it.
- Facebook Stars: 500 followers for 30 days in a row, and Meta's monetization policies.
Each platform also has rules on what earns: original content, no reposts of other people's videos, nothing misleading. A page that breaks them can lose its payments in any of these countries.
Snapchat in the Gulf: what "منصة الأضواء" means
Snapchat in Arabic calls Spotlight "منصّة الأضواء", so "شروط منصة الاضواء" is a search for the Spotlight rules. Snap's Arabic help page gives the same numbers as the English one: 50,000 followers and 15,000 hours of view time in 28 days, 3,000 of them from Spotlight.
Snap pays a share of the ad revenue from ads between Snaps in public Stories and inside Spotlight videos. A Spotlight video must be at least 30 seconds long to earn. You cash out from the Creator Rewards Hub once you have at least US$100 available, through Snap's Payout Portal, to a bank account or PayPal.
Since 31 July 2026 Snap no longer recommends wholly AI-generated videos on Spotlight. Content made with AI tools can still earn if it is original, not misleading and says it used AI, but a channel of AI-only videos is a weak base for Snapchat income.
TikTok and Instagram: not open in the Gulf
TikTok's Creator Academy page (last updated 18 August 2026, read 30 October 2026) says the Creator Rewards Program is open to creators based in 8 countries: the United States, the United Kingdom, Germany, Japan, South Korea, France, Mexico and Brazil. No Gulf state is among them.
Instagram Gifts, where fans send gifts on your reels, needs 500 followers, a professional account, 18 or older and a country on Instagram's list. The list had 49 countries on 30 October 2026, none in the Gulf and none in the Arab world.
This guide covers the programs whose country lists we read. Brand deals and paid partnerships are separate agreements between you and a brand, and no platform list decides them.
How much they pay: nobody publishes it
None of these platforms publishes a rate per view, per 1,000 views or per million views for Saudi Arabia, the UAE, Kuwait or Qatar. YouTube and Snapchat share ad revenue, X pays on impressions from Premium users, and Facebook says earnings depend on many factors. A figure such as "Snapchat pays X riyals per million views" does not come from Snap.
Earnings change with the audience, the ads sold against it and the program's own rules, so we cannot tell you how much you would earn, and we promise no amount.
Before you plan on income from a platform in the Gulf
- Your country is on that program's own list today, not on a list someone copied.
- You know the program's thresholds, and whether it is by invitation.
- Your videos are your own: not reposted, not misleading, and AI use said where the platform asks.
- You expect no fixed rate per view, because no platform publishes one.
