Reused content
Videos built mostly from someone else’s material (clips, audio, text) without significant original commentary, editing or educational value.
Reused content is a YouTube Partner Program policy: a channel can be turned down when its videos repurpose material from others, such as clips from other channels, movies or other creators’ videos, without adding something meaningful.
Using someone else’s material is not automatically a problem; using it without transformation is. Commentary, critique, explanation or substantial editing is what makes a video your own.
For clips cut from long videos, the safest ground is your own long videos, or clear permission and your own added value.
