RPM is shown in YouTube Studio under Analytics › Revenue. It counts every view, including the ones that showed no ad, and it is measured after YouTube takes its share, which is why it is lower than CPM.
Shorts RPM is usually much lower than long-form RPM, and both vary with where your viewers are and what your niche is.
